Dear Dr, Waring,
I am a legal scholar working in cybersecurity since the early '90s --
including practice in Europe when the privacy laws were being implemented.
I am now residing in Mexico and involved (and published) in advocacy (MX
law geolocation) here. Arstechnica covered me but I have not yet published
directly with BNA due to security "issues" I routinely have here.

I am most disturbed by developments. EFF and others are doing a terrific
job, but they do/cannot know what is really happening.
The reality is that you cannot study this topic as an outside scholar. You
need to infiltrate at top corporate and government levels, as I have here,
to learn the truth. You can award this position to someone in an ivory
tower, but that will not forward knowledge.
I would be most interested in this fellowship to infiltrate other countries
(Pakistan in particular) as I have here, surreptitiously, to ascertain and
expose the actual situation. And to educate new scholars on the requisites
and risks involved in this work. It isn't especially fun being tailed by,
e.g. the FBI (PA - Verizon breach exposure research) and/or Federales, and
dodging kidnap attempts monthly. Not all of students are aware of the
realities of this line of work. To put it mildly, it is a delicate balance.
I am a professionally-trained and experienced educator. All of the work I
do is as an independent scholar. My publisher - Thomson West Reuters - has
never interfered or attempted to influence my scholarship.
