Hello, I'm looking for a Health Informatics Consultant that can work on a
pilot program for three States in Nigeria. The intent is to help them
transition from paper records to a hybrid system of paper and
electronic records. A system to generate unique numeric identifiers will
have to be deployed, followed by a system for printing bar codes on to
existing forms, and then scanning them into a database in the Cloud. Of
major importance is training of the hospital medical records personnel in
improved cataloging systems for the existing paper records.

The School of Journalism and Communication offers the longest-standing
Journalism program in Australia. It also has a distinctive program in
Communication for Social Change, and Communication degrees at both
undergraduate and postgraduate levels with growing higher research degree

(Bachelor of Journalism and Bachelor of Communication) and teaches majors

The Role
The University now wishes to appoint a new Head of the School of Journalism
and Communication. The new Head will provide a future vision that will give

be implemented by the Head providing academic, research, teaching and
organisational leadership to expand research output, increase external
funding support, build postgraduate culture, and broaden the undergraduate
teaching base.
The Person

Mobile Health Fellowship to Advance Health System Transformation in
the Global South

Description
PHI has an opportunity for its Center for Innovation and Technology in
Public Health (CITPH) to work with Atlas Service Corps to host a
Fellow from one of the following countries, Bangladesh, Vietnam,
Ghana, or Rwanda, to work at PHI for a period of twelve months on
mHealth and eHealth program activities. Candidates should have a
background in one or more of the following areas in eHealth and
mHealth: policy research, technical development, and program
management.
The Fellow will assist PHI staff with the research and writing of
position papers on mobile health, including literature reviews of
studies that have been conducted on the design, implementation, and
evaluation of mobile technology in health, as well as on potential
opportunities and recommended actions to use mobile technologies to
strengthen national health system capacity in addressing various
components of health.
In preparation for the Fellow's return to his/her home country, the
successful candidate will also have the opportunity to work on a
project of professional interest that will address the role of
technology-enabled innovations in promoting health system
transformation, identify potential grant funding opportunities, and
develop grant proposals for the implementation of the project.
Candidates will be asked to submit an abstract outlining their project
as part of the application process.
The Fellow's duties require that the individual be proficient at web
searching and Microsoft Office applications, performing literature
searches, interviewing experts, creating research deliverables, and
managing multiple tasks and deadlines associated with projects. S/he
will be health and science literate, able to draw conclusions from a
broad array of material, possess excellent analytical and writing
skills, and be comfortable working both in a team and independently.
The Fellowship is supported in part through a generous grant from
Rockefeller Foundation.

I?m Isaac and i?m looking for a partner on my CS 194 senior project. It?s a
data liberation
project which is designed to improve government transparency by making it
easy for users to
extract information from their governments on a global scale.
As part of this project, I?m collaborating with two Knight Fellows ?
professional
journalists who have been working on international investigative journalism
for organizations
like NPR, the New York Times and the Los Angles Times for years. They will
be contributing
significant subject matter expertise to the project.
My experience is mostly in back end development. There?s a significant
amount of front
end work that needs to be done. But really, we?re looking for someone who
is passionate about
liberation technology, transparency and open source and wants to put all
that together for public
good.
If you get into this project, there?s a good chance it could have real
world impact by
being more than just an academic exercise. There is significant non-profit
interest in funding
increased government transparency through freedom of information act
requests ? currently a

The Directorate for Social, Behavioral and Economic Sciences (SBE)
announces a nationwide search for senior researchers to serve as Program
Directors. Formal consideration of interested applications will begin *March
1* and will continue until selections are made. While we are interested in
a variety of experts that span the Directorate's multidisciplinary scope,
we currently anticipate one specific area of need, with the following
target start date:
*Science of Science and Innovation Policy (SciSIP) *(Summer 2012) seeks a
scholar with broad expertise in areas of science and innovation policy,
developing, improving and expanding models, analytical tools, data and
metrics that can applied in the science policy decision making process.
Successful candidates will have training in social or economic science,
including economics, science and technology studies, organizational
science, or other related fields and demonstrated expertise in research
methods that advance science and innovation policy. This expertise may
encompass a wide variety of scientific approaches, for example: qualitative
case studies to help describe complex processes and formulate hypotheses;
quantitative and statistical methods that build new linked datasets on
researchers, grants, patents, publications, citations and firms and
workers; or analytical models that develop new tools for describing complex
outcomes or to identify the marginal impact of Federal funding on
scientific progress and outcomes. Applicants must have a Ph.D. or
equivalent experience and at least six years of successful research,
research administration, and/or managerial experience pertinent to the
position.
For additional information about the above program, please see

oral and written communication skills, and familiarity with NSF programs
and activities is highly desirable. The incumbent is expected to work
effectively both individually within the specific NSF program and as a
member of crosscutting and interactive teams. The incumbent must also
demonstrate a capability to work across government agencies to promote NSF
activities and to leverage program funds through interagency collaborations.
The position may be filled with one of the following appointment
alternatives:
*Intergovernmental Personnel Assignment (IPA) Act:* Individuals eligible
for an IPA assignment with a Federal agency include employees of State and
local government agencies or institutions of higher education, Indian
tribal governments, and other eligible organizations in instances where
such assignments would be of mutual benefit to the organizations involved.
Initial assignments under IPA provisions may be made for a period up to two
years, with a possible extension for up to an additional two-year period.
The individual remains an employee of the home institution and NSF provides
the negotiated funding toward the assignee's salary and benefits. Initial
IPA assignments are made for a one-year period and may be extended by
mutual agreement.
*Visiting Scientist Appointment:* Appointment to this position will be made
under the Excepted Authority of the NSF Act. Visiting Scientists are on
non-paid leave status from their home institution and placed on the NSF
payroll. NSF withholds Social Security taxes and pays the home
institution's contributions to maintain retirement and fringe benefits
(i.e., health benefits and life insurance), either directly to the home
institution or to the carrier. Appointments are usually made for a one-year
period and may be extended for an additional year by mutual agreement.

Temporary Excepted Service Appointment:* Appointment to this position will

The Data Manger plays a vital role in the organization's national civic
engagement program through provision of data-driven analysis, research, and
program support. The Data Manager is responsible for collecting,
analyzing, and summarizing voter file data, demographic data,
naturalization rates, and data collected through program activity,
including: citizenship workshops/events, voter registration drives, phone
bank operations, and our U.S. citizenship and voter information hotlines.
The Data Manager will also lead pre-election voter targeting and analysis
efforts; provide ongoing progress reports; and be responsible for all other

- Bachelor's degree or higher, preferably in research-driven social

familiarity with different database storage protocols (e.g.

Subject: ICT4D Jobs at the Carter Center
Colleagues, please consider these two ICT4D jobs at the Carter Center.
1. A shorter-term position consisting of a series of trips to the DRC,
mostly involving training and building technical capacity with partner
CSOs for Carter Center programs. Functional French skills are a
requirement for this one.
2. A longer-term position based in Atlanta, basically a tech guru for
the Democracy program, advising program staff on how to best use
technology, as well as training and implementing. A fair amount of
international travel included.
The Carter Center is earnestly and energetically expanding its use of
ICT throughout its programs and it's a great place to work. Feel free

CARE is seeking an experienced M&E or knowledge management professional
with expertise and/or interest in graduation models to support food
security and more secure livelihoods for the world's poorest women farmers.

supporting and learning from multi-country programming focused on women's
empowerment through agriculture, linking the forefront of financial
inclusion, value chain programming, sustainable agricultural development,
social change and gender equity programming in innovative and powerful new
ways.****
The TA Learning and Impact will support CARE's newly launched Pathways
Initiative, which will operate in Ghana, Mali, Bangladesh, India, Tanzania
and Malawi with links to other CARE Food Security programs. In this
capacity, the selected candidate will be empowered to work with colleagues
from across the globe and external M&E partners to design appropriate,
simple monitoring tools that enable ongoing learning, performance
monitoring and improved design. The candidate will have the opportunity to
travel extensively, providing hands on support to individual teams and be
responsible for supporting the global learning agenda through
documentation, in-person learning events and facilitating peer-to-peer
exchanges in the field. As Pathways is a learning initiative with an
intense focus on innovation, the TA Learning and Impact will be given
substantial leeway to devise new methods for monitoring program performance
and understanding CARE?s impact. Beyond this, the candidate will be
directly engaged in the Pathways impact evaluation, gaining experience in
for measuring contributions to systemic change. ****
This position is ideal for an early- to mid-level professional with
experience working in developing countries to design and implement M&E
systems for projects related to market development, financial inclusion,
agriculture or food security. The candidate must have experience and/or a
clear commitment to learning how to integrate gender equity into all
aspects of their jobs and working in developing countries in close
partnership with project implementation teams. Most importantly, the
candidate must be dynamic, entrepreneurial, a quick learner and excited
about the prospect of joining a fast-moving, highly-focused global team
working to test graduation models that support women?s empowerment and food

efforts related to the ongoing management of CHMI?s information collection
