Perhaps one of the sites on
https://www.torproject.org/getinvolved/mirrors.html.en would work? If your
users can compile from source, I have a copy of the Tor source code on GitHub
at https://github.com/katmagic/Tor .

You could try emailing them the software yourself, though I'd strongly
recommend using PGP to encrypt it if you did this. There are a large number of
free file upload sites, you can mirror packages on any one of these. I recall
that The Tor Project was trying to have BitTorrent files autogenerated; I don't
know if this has been done yet, but it should be trivial to generate files
yourself. Or you could even get it passed around by USB drives. In all of these
cases, please remember to CHECK THE PGP SIGNATURES.

After obtaining the software, it's highly likely they'll need to use a bridge.
You could try going to https://bridges.torproject.org/ to find them yourself
and then send them to your Yemeni friends. If those are blocked, you could try
setting up your own bridge and sending it them. If you do this, I'd highly
recommend everything containing its address, in order to prevent it from
falling into the hands of the Yemeni government.
