Hi,
Bittorrent is an underestimated means to distribute Tor. I generate
Torrents that by default contain several HTTP mirrors as source:

Bittorrent uses DHT to find alternative peers, so every seeder is a
potentially unblocked source. Also, only a "magnet link" is required to
find seeders. For example, the magnet link for
tor-browser-1.3.20_en-US.exe is
magnet:?xt=urn:btih:RYQCHZLA4DAWTESALJV3RTTDFWN5BPNY
