*** Iran: Tightening the Net 2020 ***


In this recently published report, ARTICLE 19 reveals the complex
infrastructure and the opacity in decision making processes that have
allowed the Iranian government to repeatedly shutdown the Internet
whenever they choose. The report also examines the role that US
sanctions have played in isolating Iranians, and examines Internet
governance and connectivity in Iran, while outlining potential solutions.

*** Russia Expands Facial Recognition Despite Privacy Concerns ***


According to Human Rights Watch, Russian authorities are planning to
expand the use of CCTV cameras with facial recognition software, despite
weighty concerns about the lack of regulation, oversight, and data
protection.

*** OceanLotus Targets and Hacks Vietnamese Dissidents in Germany ***


OceanLotus is targeting Vietnamese dissidents, human rights workers and
journalists across Germany. OceanLotus is a Vietnamese cyber espionage
threat actor groupthat previously made headlines for notorious malware
attacks such as PhantomLace and the Toyota Motors breach. The article is
currently in German, with the English version being published soon.

*** China's Influence on the Global Human Rights System ***

At the United Nations, Chinese authorities are trying to rewrite norms
and manipulate existing procedures not only to minimize scrutiny of the
Chinese government’s conduct, but also to achieve the same for all
governments.

*** Europe’s Top Courts Confirms No Mass Surveillance Without Limits ***
Europe’s top court has delivered another slap-down to indiscriminate
government mass surveillance regimes. The CJEU has made it clear that
national security concerns do not exclude EU Member States from the need
to comply with general principles of EU law such as proportionality and
respect for fundamental rights to privacy, data protection and freedom
of expression.

*** New United Nations Resolution on the Safety of Journalists ***


The UN Human Rights Council just adopted a new resolution on the safety
of journalists, with progressive language on extraterritorial threats,
gender-based violence, repressive laws, accreditation, SLAPPs, and
COVID-19. Notably, The resolution contains new language which raises
deep concern over “business entities and individuals using strategic
lawsuits against public participation to exercise pressure on
journalists and stop them from critical or investigative reporting”.

*** Westeren Gamers up in Arms after Genshin Impact Censors Words like
‘Taiwan’ and ‘Hong Kong’ in Chat Feeds *** 


Genshin Impact has been described as the biggest global launch of a
Chinese game ever but now Western gamers are calling it out for
censoring the words “Taiwan” and “Hong Kong”, among other sensitive
political topics in its in-game chat.

*** Turkish Government Targets Social Media Platforms ***


New regulations came into effect on October 1 in Turkey stipulating that
social media providers with over a million Turkish daily users must open
offices or appoint a legal representative in the country. If companies
do not comply with the new rules, they face major fines.

*** Belarus News Media Are Testing Decentralized Tech to Resist
Censorship *** Belarus continues blocking its citizens from accessing
local media websites, including the Belarusian branch of Radio Free
Europe/Radio Liberty, in the wake of a massive, three-day internet
outage and weeks of protests over the Aug. 8 election.  Now, some media
outlets are fighting back.

*** Open Call for Fellowship to Pilot Algorithms that Foster Gender and
Race Equality into Systems ***


The Alliance for Inclusive Algorithms is seeking 2 technology fellows to
pilot algorithms with affirmative actions in order to foster gender and
race equality into systems. If you are designing AI systems and
interested in exploring how machine learning and artificial intelligence
can impact the lives of women and girls for good, this fellowship is for
you. Apply before November, 1st.

*** Open Call to Fund Projects Tackling the Impact of AI on Freedom of
Expression ***


Do you have a great idea on how to put a spotlight on the impact of
artificial intelligence (AI) on freedom of expression? Or perhaps an
innovative initiative for tackling the challenges brought about by AI?
The Office of the OSCE Representative on Freedom of the Media is looking
to fund a limited number of innovative ideas to put a spotlight on AI
and freedom of expression. Applications must be submitted until October,
31st.

*** Internews’ 2020 UXFund Is Now Open to Applications ***


Internews launched their latest round of the UXFund, a targeted pool of
funding dedicated to improving the usability of open source security and
privacy tools used by at-risk communities around the globe. Developers,
maintainers, and other representatives of open source tool teams are
invited to apply on behalf of an open source privacy and security tool.
Deadline is October 30th.
