[Network-Centric Resources] Re-designing huridocs.org for human rights defenders

SAFETAG is going through a similar process in finding a better way to
present the scope of its modules in a more accessible way than a 300pg
PDF file :)

We are working with iilab on this, and you can see a super-early alpha
approach emerging here:

This shares DNA with the much more polished https://myshadow.org/train

I really love the "faceted search" approach to content discovery,
especially when you have a decent number of different filtering options
to help lead users to discover the "right" module for their needs.
