[DATAGOV Core] Blogpost infrastructural inequalities

Hello everyone,

directly exploiting the new outspoken rule that we send when we can, we 
answer when we can, I'm sending along my revised blogpost.

Please, do not refrain your critical feedback, I re-wrote the whole 
thing so I'm looking forward to hear your thoughts. The CPDP 
contributions from the PhD students have been particularly inspiring, 
and I hope I was able to convey the message (why investigating 
infrastructural inequalities is necessary and timely). I changed the 
structure and the starting vignette - I want to use the one about my 
teeth for a blog post on health technologies as RDI and datafication of 
health (rather than infrastructural inequalities). Hope this imaginary 
scenario works as a narrative intro.

Meg, I'll send the images by friday, along with the final, polished 
version of the blog :)
