Dear BigDataSur community,
I would like to introduce my post about the issues surrounding distance learning in the Peruvian-Andean rural communities during COVID-19.
In the article, I examine how do the actions taken by the Peruvian government towards distance education increase the digital divide in the country, particularly in rural areas. Specifically, I analyze how the government's actions to adapt public education to the "new normal" are relying heavily on communication infrastructure which does not connect the whole population, but just the dense-populated territories -which are the ones that have better coverage. With this backdrop, I cite an interesting example of how local rural governments are responding to this situation.
