That's probably one of the most important point, where different
jurisdictions along with different personal risk tolerance shall be
taken into account by the Tor2web software, to enable volunteers to run
Tor2web nodes with such differentiated approach.

That way "the software provide different options" but it's up to the
operator to choose, based on his jurisdiction and personal risk
tolerance, much like with a Tor Exit Policy.

The interesting point is that, with the public knowledge of the filter
lists being shared and properly categorized, each node could apply it's
own personal policy, bringing the responsibility up the individual
choice of the operator.

If i'm a Tor2web newcomer and i trust Mr. X and Mr. Y that i know only
apply blocklist for CP and Malware, i would be happy to import their
blocklist, because i'm following a trust-chain.

So differentiated strategies to better categorize the blocklist and to
import them directly or on a consensus basis, would enable different
"personal risk tolerance" to be applied to the matter.
