[451] Follow-up HTTP Status Code 451

Hi all,

I think there is fair bit of work that still needs to be done on the
implementations - I know the browser plugin at least needs refining. Once
we have "officially" released these tools to the public, and they start
being used in earnest by people, we will get data (for e.g. protocol
elements that are not being used) that could be used for deciding what the
next version of the RFC / the implementation report should look like.

tl;dr: I think we should release the tools we worked on during the
hackathon ASAP so we can get more data on how 451 is used.
