[ConsortiumShare] Evaluating Data Literacy programmes

Hi Mor, dataconsortium colleagues...
very interested in this data literacy programme impact measurement issue as
well, and what others are doing. Hopefully we can keep an open dialogue
going on emerging evaluation methods, frameworks, tools, etc.
At an individual / programmatic level, we've used a self-assessment
instrument (*adapted from a digital self-diagnosis online tool **based on
the DigComp 2.0 Digital Competency Framework*), to provide a baseline
measure of starting digital competencies for persons entering the digital
literacy program, then used more conventional quantitative/qualitative
measures to evaluate the impact and outcomes of the program (eg. the AYITIC
project in Haiti funded by IDRC/LACNIC

this program as the School of Data Fellows were recruited and trained by
you).
More recently, we're just starting a project with the Broadcast Commission
(Regulators) here in Jamaica to develop a National Digital Literacy Skills
Framework to be able to measure and monitor digital competencies and
policy/program impact at a national level, so very interested in scalable
mechanisms for assessment, especially as it relates to marginalized groups.
