I think with Mastodon's growth ballooning at the moment, already very
established and liked, there is not a need. In other words, there is already a
federated replacement for Twitter that seems to be working quite well as a
migration target.
IMO it only needs E2EE (perhaps XMPP/OMEMO) for OTR, or Proteus
(Axolotl/Double-Ratchet) a la Wire for DMs.
