although drones are the latest, surveillance has been going on by means of
other devices or humans since before the tech was available-

yes, this is a concern- but not a new one

citizen resilien response:

carry an umbrella or large hat at all times when outdoors

carry two or three different umbrellas/hats to confuse the drone
and swap them often

build or buy a long range signal scrambling device

down the drones or get another drone to spray paint over the snooping drone

chose public spaces under canopy like the rain forest

find underground  public spaces
