Regarding anonymity, would it not presumably be expected that healthcare workers exposed to COVID-19 be identifiable anyway to peers/employers (for the protection of patients and the workers own welfare, e.g. testing and sick leave)?

All tracking data is anonymized. While virus exposure might not require the protection of anonymity, knowledge of the location of employees at every moment of the day might not encourage compliance. That is, workers might “forget” their phones, when encounters were sensitive information.
