You don't have to get a phone number from a local carrier (and submit to their restrictions).  You could get one from https://jmp.chat/ instead (disclosure: I built and run it).  JMP effectively provides anonymous phone numbers, since we don't ask for any PII, we let you signup for/use it over Tor, and we accept anonymous payment methods like Monero.

A lot of people use JMP as a way to get an anonymous Signal account, for example.

JMP is also fully free software, so you can run your own instance of it if you like.  Anyway, I'm happy to answers questions about it, but I do understand if this is off-topic as well, and apologies in advance if that's the case.
