Unfortunately, it doesn’t appear there is any way to get to a world without pandemics, without using these devices.
While the crisis has led to massive violations of privacy, it has also made it clear that only privacy respecting systems will be able to get Covid under control. So, it would be appropriate to participate in one of the new generation of privacy by design efforts that might actually replace the current systems that can be breached at will by government order. I have just started this development effort:
