PGP/GPG requires you to bootstrap out-of-band, no?  If that's the case, 
then why not use Cables and gain the benefit of forward-secrecy?  
Encrypted email is going to set off alarm bells for a state-level 
attacker anyway, so why not go ahead and just encrypt everything so the 
attacker can't even tell if you're sending messages or surfing?
