I tend to cite the Iranian chief of police's "about 20 to 30 percent of
(Iranian internet) users use VPN" quote from two years ago on this question
[1]. Brute forcing the number out from public data, it appears reasonable
and the latest round of filtering has probably driven it to the higher end
of the range.
