Earlier this year (January 2013) there was some discussion on this list about possible FinFisher in Turkmenistan.
Citizen Lab research had earlier identified evidence of a C2 server in Turkmenistan.

Apropos of that discussion, among the Wikileaks documents released today is a Gamma deployment document
for Turkmenistan
