Speaking as a maintainer for Whonix, when you don't start
Whonix-Gateway, then there will be no network as well. Since Whonix
isn't a live system approach and originated more around the idea of
having an installable anonymous operating system, it doesn't tackle
preventing creation of local logs at all and is not amnesic.
So Whonix is not be the right tool if not having local logs and no
having an internet connection at all are your main interest.
