I don't know of any other distributions which just disable all
networking for the sake of privacy, but whonix[0] is the
distribution other than Tails that seems to have a similarly good
reputation for privacy. It tunnels any network activity through tor.

If the complete lack of a network connection is important for you,
though, I'd recommend trying to work with the Ubuntu Privacy Remix
folks to fix whatever bugs are preventing it from working for you.
