It certainly is possible to use your web server as a cjdns node. Did you have any specific questions about the install process? The README is fairly straight forward: https://github.com/cjdelisle/cjdns/#how-to-install-cjdns
Peers can be found on the cjdns IRC channel if you’re persistent (irc://irc.efnet.org/#cjdns), but public nodes and supernodes are discouraged, as they stress the network. You may also be able to find a local meshnet group, or start your own: https://wiki.projectmeshnet.org/List_of_Mesh_Locals
