From a security perspective the issue is that a soldier of his low rank could do that and apparently it is uncommon in the nation that superiors take political responsibility for critical failures, here of security architecture. What he did was clearly above his pay grade. The whole disproportionate treatment serves deterrence purposes. Puts it in a bad light.
