You'd have some pretty significant logistical hurdles: commercial
launch capability is improving but not where you want it to be,
probably, not to mention significant problems with equipment
maintenance. Dollars per gigabyte change rapidly when you're talking
about rad-hardened systems that you can't just ship via FedEx or
what-have-you.
