If your server and its context are trusted, and it is over the border or outside
the monitored domain, then it's very practical - especially if you are worried
about monitoring on switches/exchanges along the route: all traffic can be
tunneled out through to the VPN server. What happens out the other side of the
server is another question: tunneling out Facebook chat probably wouldn't be a
great gain in security for Gazans, for instance..
