OpenVPN and tinc are probably the best ad hoc VPN solutions for that.
You might consider for using pfSense which allows you to generate
a client installer with an extra package
http://doc.pfsense.org/index.php/OpenVPN_Client_Exporter

Caution: package might need some care and feeding. I have not tested
this personally.

In general, I would consider contacting your local Telecomix agents.
I think they're working on a solution rather like that -- don't know
any details, though.
