The only real way to tackle this is to adopt a p2p name
resolution model. Associating publishing with costs puts
backpressure on namespace flooding abuse. You have to give
in order to use.
People discover services by searches anyway. If a name is
taken, use some prefix to span up a new namespace, and
link up from within already published locations, so that
crawlers will index you. Reputation sorting by clueful
search should take care of the frauds and fakes.
