No, they can't if it's a P2P name service located outside
of their jurisdiction. The only way to handle that is to
outlaw it -- in absence of filtering compliance by network 
operators to cut off your country from the Internet. Few 
countries can afford doing that.

Laws on dead tree do not translate readily into ACL
deployment at the core.
