I just reviewed EFF Austin's series of articles from the BART cellphone 
shutdown event.  If you are interested in commenting to the FCC on the 
ability of authorities to selectively shut down cellphone service, these 
articles are rich with links to primary sources from the event which 
precipitated the FCC's need to ask for public comment.
