I've seen RedPhone used and of course Tor.

If I read this the way I think you mean it, right now people under
conditions where posesssing content is a risk in itself either stream
live through a centralised service like Bambuser or Livestream or just
pass the data along using USB sticks, etc. 

Could you be more specific at what scenarios you're looking at?
