[liberationtech] Azerbaijan wants to register mobile phones

It's more a function of law enforcement friendly corporate policy, and
seems to vary in the field based on retailer / employee compliance to such
policies (shift-by-shift, in effect).  Some of the retailer checkout &
provisioning tools appear to have better corp policy compliance controls
than others.
