[liberationtech] Azerbaijan wants to register mobile phones

In a semi related thought I am currently traveling the EU with UK being the easiest so far to get a sim card, and fonic in Germany allowing you to register online with fake information. 


Might the whole ID card in the US be a state by state thing? I could see individual states requiring it as a measure related to fighting drug sales.
