Yes, but those kind of problem has been already analyzed and fixed by
the Bittorrent community by leveraging DHT (Distributed Hash Table) /PEX
(Peer Exchange - http://en.wikipedia.org/wiki/Peer_exchange) .

BitComet, Azureus and uTorrent support that kind of Tracker-less,
distributed extension to Bittorrent protocol.

I mean, the file-sharing world already have done a lot of research,
analysis and implementation on resilient and decentralized architecture
and most of them are already deployed.

My point is, can we leverage the existing P2P file sharing technologies
to make takedown-resistant websites?
