While not 100% accurate in it's assumptions, it does give some interesting facts about Nokia (and by virtue of the fact it's JV Nokia Siemens Networks) from these letters filed with the US SEC.

What it does bring up is the question of the companies who are still operating in the "monitoring centre" business, and what that actually means. 

A monitoring centre, can be repurposed as/from a network management centre. The technology is the same - what's different is what you do with the information.
