The problem on top of that is that you may be more restricted by Oracle's very conservative interpretation of the law than the actual Binary Code License Agreement.
Here is a more material point to consider: I have never seen an authoritarian country with a strong Android penetration. From my experience, essentially everyone has a Nokia Symbian device, unless they can afford an iPhone (talk about it being status symbol in the US, try Uzbekistan!). A few places have high Blackberry use due to BBM, but that's all that exists for a third OS.
Things will change in the next two or three years, but you're designing for a market that doesn't really exist.
