He may have used something similar to www4mail:

There's even a mail list called ACCMAIL that still has some traffic.

I was running a personal test www4mail server until late last year, it  
was pretty neat - you could send an email requesting a page and have  
it sent back to you inline, as a PDF, etc.  Although the original  
project's aim wasn't as an anti-filtering tool, it ended up being  
promoted many years ago on a few sites as a way to get around web  
censorship.
