[liberationtech] Internet Circumvention Tools and Methods: Evaluation and Review

That's what I was thinking, but there was nothing in the code - not that
that means anything, as Helmi has found.

If we can find out which filtering software they use, we can get closer to
the answer (by testing in other places that use the same :)

If anyone has NSF access still, would be good to see what other kinds of
sites they're blocking.
