Typical.  Just about every US Govt agency censors the Internet to
protect their employees from bad things on the Internet. They have to by
law[1], or at least that's what I've been told. Just like China, Iran,
Syria, and others, the definition of bad is fluid and convenient for
whatever is needed to be blocked. Tor's website is also blocked because
some IT admin clicked the button for "proxy avoidance".  I've had to
bring tor browser bundle on a usb drive to give to people who want to
learn more about Tor.

Specifically, the NSF funds https://metrics.torproject.org, and at the
same time, their IT admins block *.torproject.org. So far, the NSF
admins have refused to stop censoring Tor's domains.  

Internet freedom, indeed.
