India must be very different from other countries in the world

I know it is the right wing parties that have been calling for paper 
ballots in India  - are they calling for paper ballots, as in op scam 
(not a typo) or for hand-counting the paper ballots?

Of course HCPB elections can be rigged -but at has been said, that is 
retail theft and theft by the machines is wholesale

And today those of us who want HCPB,  build in for our models as much 
as possible safeguards so that the election cannot be rigged
