[IGF-DAIG] New Book: Personal Data Architectures in the BRICS Countries

In case you are interested in how leading emerging economies are shaping their data governance frameworks, you might enjoy our new book “Personal Data Architectures in the BRICS Countries” just published by Oxford University Press. The book is the only existing work providing a comprehensive analysis of personal data protection frameworks within the BRICS nations - Brazil, Russia, India, China, and South Africa - and explores the potential for enhanced cooperation in the governance of international data flows. This latter dimension is especially relevant in light of the recent expansion of the grouping to six new members, as analysed in the book concluding chapter.
Also, considering the 2024 and 2025 BRICS Declaration’s commitment to jointly promote the development of “a global framework for data governance” the volume offers timely insights into how such a shared ambition might take concrete shape.
Drawing on the research from the CyberBRICS Project (www.cyberbrics.info<http://www.cyberbrics.info>), each chapter examines the unique legal and regulatory architectures of the member countries - from Brazil’s LGPD and Russia’s data localization regulations, to India’s Digital Personal Data Protection Act 2023 and Data Empowerment and Protection Architecture, China’s PIPL and industrial policy, and South Africa’s POPIA - highlighting the complexities of balancing data protection, technological innovation, national sovereignty and economic growth.
Our analysis underscores the specificities, but also the growing convergence and compatibility among the BRICS data protection frameworks, which were presented in this event organized under the Brazilian presidency of the BRICS, early this year https://brics.br/en/news/brics-promotes-webinar-on-data-economy-in-the-digital-economy-community-this-tuesday-march-18-at-8-am . The concluding chapter outlines realistic, concrete pathways for cooperation, proposing model contractual clauses for transborder data transfers as well as mechanisms for sustainable data flows and digital trade that respect data-subject rights, cybersecurity and digital sovereignty.
