I think running it in the cloud or having a hosted solution is to be
excluded. The types of users that request support on globaleaks have a
very high threat model and we want to be able to guarantee a well
defined data retention policy and be sure that information about them
does not end up in the wrong hands.

As for using some "trusted organizations" ticketing system, that is
possible, but it depends on the org and the solution.
