### Digital Rights in the Community ###
*** News and Announcements ***
1. Care is Resistance:
We just added a session to the upcoming Community Health Village that will
be hosted by Peter Steudtner, entitled “Care is Resistance: from being
detained as a "terrorist" to the coping-with-prison-guide.” Peter was part
of the the #Istanbul10, and was detained for four months on false terrorism
charges in Turkey during a holistic security training for Turkish human
rights defenders. Peter will share how self and community care is what
carries political detainees, their families and communities through times
of detention and arrest. The session involves storytelling with small
exercises, and will take place on December 2.

The Arab Center for the Advancement of Social Media released a new
investigative study titled “The Palestinian Public’s' perception of
Palestinian Civil Society Organizations,” which tries to understand and
analyze how Palestinians perceive civil society organizations in the West
Bank, Gaza Strip, Jerusalem and Israel.

### Digital Rights in the Wider World ###
1. US Retail Giants Pull Chinese Surveillance Tech from Shelves
US retail giants like Home Depot and Lowes have removed Chinese
surveillance products from their stores over links to human rights abuses.
Lorex is a subsidiary of Dahua Technology, and Ezviz is a video
surveillance camera brand owned by Hikvision. Dahua and Hikvision, both
headquartered in China, were added to the U.S. government's economic
blacklist in 2019 after the companies were linked to China’s ongoing
efforts to suppress ethnic minorities in Xinjiang, where most Uighur
Muslims live.

2. US City Reigns in Police Surveillance
After years of activism by civil rights groups fighting against police
surveillance, including the use of facial recognition and social media
scanning software, the Boston City Council passed an ordinance unanimously
last week that increases transparency on police use of certain privacy
invasive technologies. This sets a good precedent for other cities, and is
a great win for privacy activists.

3. Intense Police Surveillance for Indigenous Land Defenders Contrasts with
a Laissez-Faire Stance for Anti-Vax Protesters
Recently, starkly contrasting news images have been circulating of two
significant conflicts in Canada, and exemplify how black and brown bodies
are more heavily surveilled. One is the ongoing land defence against
forestry companies in Fairy Creek, B.C. Those protests have been met with
extensive police repression. The others are a series of anti-vax protests
across Canada. Conversely, they look like they’ve been met with
laissez-faire police responses. This is problematic because police
surveillance invariably constructs an image of deviance and criminality,
characterizing those who are surveilled as threats to public order and
civic values.

4. Hong Kong passes Film Censorship Law to 'Safeguard National Security'
Hong Kong's legislature passed a new film censorship law to "safeguard
national security". Critics say it will dampen creativity and increase
self-censorship for Hong Kong’s world famous movie industry and further
reduce freedoms. Laws to safeguard national security are often vaguely
worded and open to abuse, thereby censoring and silencing diverse voices.
https://www.reuters.com/business/media-telecom/hong-kong-passes-film-censorship-law-safeguard-national-security-2021-10-27/
5. Facebook Bowed to Vietnam Government’s Censorship Demands: Report
Mark Zuckerberg in 2020 bowed to demands from Vietnam’s government to
censor posts with anti-state language rather than risk losing an estimated
$1 billion in annual revenue from the country, The Washington Post reported
on Monday. The decision to side with Vietnam’s government led to a
significant increase in censorship of posts critical of the government.
https://www.washingtonpost.com/technology/2021/10/25/mark-zuckerberg-facebook-whistleblower/
In India, Facebook has failed to check hate speech and fake news, as well
as inflammatory posts, particularly anti-Muslim content.
https://www.aljazeera.com/news/2021/10/25/facebook-india-hate-speech-misinformation-muslims-social-media
This is not new in the digital rights space, given that these issues have
been repeatedly brought up by frontline communities to platforms.
6. Indonesian Internet Blocks Amid Social Unrest Lawful, Court Rules
Indonesia's decision to block internet access during periods of social
unrest was lawful, its constitutional court ruled on Wednesday, in a move
activists said sets a dangerous precedent for internet freedom in the
world's third largest democracy. This is problematic and excessive because
these laws violate freedom of expression, and suppress civil protest.
