### Digital Rights in the Community ###

1. Digital Identities Dispatches from Africa Series

As governments across the globe implement new and foundational digital
identification systems (Digital ID), or modernize existing ID
programs, there is an urgent need for more research and discussion
about the risks and benefits of using digital ID systems, including
concerns about privacy, surveillance and exclusion. This video series
examines digital identification systems used by governments in
Africa, and the negative consequences they have for activists and
citizens.

2. Lady Gaga Inspires Appreciation for Internet Freedom Monsters

A message to all the Internet Freedom Monsters: we love you, we miss
you, and we are constantly daydreaming of the day when we see your
beautiful faces. Protect your joy because you are some of the most
amazing human beings in this world!

3. Call for Applications for Civil Society Threat Labs

Internews is pleased to invite applications for a new program to
upskill digital security organizations in threat analysis, response,
and sharing. The program, called "MONITOR Scaled", will support five
digital security organizations to become "Threat Labs." A Threat Lab
is a local organization with the technical capacity and appropriate
tools to analyze suspicious phishing and malware samples and then
share information back to the community regarding attack trends,
emerging threats, and countermeasures.

Applications are open to organizations wishing to build their threat
analysis and sharing capacities to become new Threat Labs, as well as
to organizations with prior threat analysis and threat sharing
experience who wish to further hone their skills and provide
mentorship to newer Threat Labs.

4. Hackers Increasingly Using HTML Smuggling in Malware and Phishing Attacks

Threat actors are increasingly banking on the technique of HTML
smuggling in phishing campaigns as a means to gain initial access and
deploy an array of threats, including banking malware, remote
administration trojans (RATs), and ransomware payloads.

### Learning Resources ###

1. EngageMedia, Bulatlat to Screen Films on Digital Rights and Safety

A collection of short films on human rights issues in the digital
space will be streamed oin 20th November. They cover issues such as
online gender-based violence in Indonesia, the rise of disinformation
in the Philippines and Myanmar, the blatant attacks and repression of
artists, journalists, and activists in Cambodia, Thailand and
Malaysia, and online surveillance and data privacy issues in India.

### Digital Rights in the Wider World ###

1. 'Scary and Chilling': AI Surveillance Takes U.S. Prisons by Storm

When the sheriff in Suffolk County, New York, requested $700,000 from
the U.S. government for an artificial intelligence system to eavesdrop
on prison phone conversations, his office called it a key tool in
fighting gang-related and violent crime.

But the county jail ended up listening to calls involving a much wider
range of subjects - scanning as many as 600,000 minutes per month,
according to public records from the county obtained by the Thomson
Reuters Foundation. To what extent do surveillance systems trample the
privacy rights of prisoners’ family members?.

2.. Fresh Scrutiny for Mexico after Arrest of Suspect in NSO Spyware Case

Mexico’s use of spyware made by NSO Group is facing new scrutiny
following the arrest of a businessman on allegations that he used the
surveillance tool to spy on a journalist. Privacy advocates, including
Article19, hope this is the first steps towards “unravelling the
framework of the illegal and abusive use of spying tools which
infringe the most elemental principles of privacy, intimacy, and
fundamental rights”

3. Journalists in Cuba are Besieged, Intimidated and Watched to
Prevent them from Covering the 15-N Protests

Cuban authorities are deploying the police and the military to
harassjournalists in Cuba and prevent them from reporting on the 15-N
or 15-November demonstrations that demanded the release of people
imprisoned after the protests of July 11, as well as the end of the
police repression.

4. Israel can Monitor Every Telephone Call in West Bank and Gaza, says
Intelligence Source

Israel can listen to every telephone conversation taking place in the
West Bank and Gaza, a former member of the Israeli Army’s elite
signals intelligence unit 8200 has told Middle East Eye. Every mobile
or phone imported into Gaza through the Kerem Shalom crossing - in
Gaza's south - is implanted with an Israeli bug. In addition, anyone
using the only two mobile networks serving the occupied territories is
being monitored as well, the former signals intelligence member said.

https://www.middleeasteye.net/news/israel-can-monitor-every-telephone-call-west-bank-and-gaza-intelligence-source

This is detrimental for many reasons. Most importantly, however, both
research and people’s lived experience tells us that surveillance has
a deep and negative consequence on people’s psyche - it can be just
as mentally taxing as mental disorders like depression, and can even
cause symptoms similar to post-traumatic stress disorder.

5. European Parliament’s Plans Of A Digital Services Act Threaten
Internet Freedoms

The EU Parliament is toying with the idea of introducing legislation
that would require online platforms to swiftly remove potentially
illegal content, and punish them if they can’t do this quickly.
However, these requirements would give platforms an impossible task
of identifying illegal content in realtime, at speeds no human
moderator could manage. This means platforms would have to rely on
algorithms, resulting in more automated filtering and ultimately
overblocking and a more opaque and arbitrary process.

6. In Moscow’s Technological Advances, a ‘Double-Edged Sword’

The Moscow Metro made headlines last month for installing a facial
recognition payment system called Face Pay, But digital privacy
activists were quick to raise the alarm, noting that the new system is
not just about improving service on the Moscow Metro. It also about
government perfecting algorithms that will lead to better
surveillance. Moscow ranks third in the world for the most
surveillance on streets and public transport, with some 200,000
cameras placed around the city and on the Metro

7. Portuguese Lawmakers try to Unshackle Biometric Mass Surveillance

A proposed Portuguese law expanding the allowable uses of biometric
video surveillance by law enforcement is being strongly attacked as
unconstitutional, unwarranted and needlessly rushed by critics inside
and outside the nation. The bill explicitly authorizes the heads of
law enforcement agencies and public security services to apply for the
installation of video surveillance systems with biometric
capabilities. The use of these technologies enable mass surveillance,
discriminatory targeted surveillance, and room for great abuse by
governments.

Check out the #BansBS open letter by calling on the ban of
surveillance technologies, which was signed by more than 200 civil
society organizations, activists, technologists and other experts.

8. Facebook Targets Children with ‘Surveillance Ads’, Research Claims

Facebook is still harvesting children’s personal data and targeting
teens with “surveillance advertising” despite pledging to end the
practice earlier this year, according to new research. This
contradicts their announcement this summer when they claimed they
would limiting how advertisers could reach kids.

https://techcrunch.com/2021/11/16/facebook-accused-of-still-targeting-teens-with-ads/

Check out an open letter to Facebook, written by an international
coalition of public health and child development groups, human rights
orgs, and privacy campaigners, accusing Facbook of misleading both the
public and lawmakers, and asking for the practice to stop.
