*** Russia to ban Telegram messenger over encryption dispute ***A
Russian court on Friday ordered that access to the Telegram messenger
service be blocked  in Russia, heralding possible communication
disruption for millions of

*** Chad has blocked social messaging apps and BBC ***
Internet Sans Frontieres Executive Director shares thoughts on the
recent Internet Shutdowns in Chad for Quartz. From as early as March 28,
users reported platforms like WhatsApp, Facebook Messenger and Viber
were

*** Six Indian States Issued Internet Shutdowns *** In April, six Indian
states issued Internet shutdowns, but only two followed procedures and
rules laid in place. According to the Software Freedom Law Centre, there
have been 161 instances of internet shutdowns in the country since 2012,
with a bulk of them happening in recent years - 31 in 2016, 70 in 2017
and, to-date, 32 in
