[Network-Centric Resources] The Lifecycle of a Network Centric Resource

Hi Everyone,

We have a new version of the Network Centric Resource Lifecycle.  We released a draft of the Lifecycle nearly a year ago and have been workshopping it at various events ever since.  A big thanks though to Rachel Weidinger and Greg Bloom for encouragement on getting a new version out in the world.
