[Bigdatasur] New blog post: The case of the Solidarity Income: The experimentation with data on social policy

Dear all,

I am pleased to announce my new blog post in the COVID-19 from the margins.
This text analyzes the construction of a cash transfer program for 3 million
people designed amid the COVID 19 pandemic in Colombia. This system is the
start of a data-intensive social policy scheme that allows the state to
"automatically" determine, through third-party data and in a non-transparent
way, who deserves welfare support. This text could be useful to analyze
other kinds of social programs that do not use an application, in which
governments determine beneficiaries using multiple databases.
