This text analyzes the construction of a cash transfer program for 3 million people designed amid the COVID 19 pandemic in Colombia. This system is the start of a data-intensive social policy scheme that allows the state to “automatically” determine, through third-party data and in a non-transparent way, who deserves welfare support.
