Hello to all

I am sharing the link to download the Global Information Society Watch
Report - GISWatch - coordinated every year by APC - Association for the
Progressive of Communication that this year focus in Artificial
Intelligence (including big data, machine learning issues) and Human
Rights, social justice and development.

We wrote the chilean chapter with Jessica Matus from Fundación Datos
Protegidos, based in the analysis of one of the first big data platforms
that are beign incorporated in public education decisions ...
This was write just before the the government present a first draft that
will coordinate a national Artificial Intelligence Public Policy  and just
after  all the process of Chilean Protest (social protest)  and  that we
are facing since October 18th  (and that it is leaving us a series of
situations and acts of human rights violations, including more than 230
people who have been blind by the action of  police repression).

The publication  has a common view and perspective from the big south
