[Bigbang-dev] BBIP 1: Installation through environment.yaml file

Hi all,
I have elevated an issue to BBIP status because it is a major change that
would effect the whole community if implemented.
It's a proposal to change the supported installation of BigBang to use a
conda environment file.
This would replace the existing custom conda-setup.sh script (which I wrote
because I didn't know about environment files) and the optional alternative
pip installation path (which experience has shown is hard to maintain).

I'm +1 on this issue.
I see now that as written, there's a bug in the bylaws
<https://github.com/datactive/bigbang/wiki/Governance>, since I think by
the precise wording this needs two more +1's from active Core Developers.
But there aren't enough core developers to pass it!
So really I'm asking for feedback on two things:
- substantively, your opinion on this BBIP. Please register your vote
(+1, +0, -0, -1) on the ticket
- procedurally, ways to fix the bylaw bug :)
In the meantime, I'll work on a pull request for this issue so you can see
what it will look like in practice and try it out.
