[Bigbang-dev] New Governance bylaws now in effect

I hereby put the new Governance bylaws into effect.

According to the terms of these bylaws, they can be changed by a consensus
agreement of the Steering Committee

whose members are currently:

   - Sebastian Benthall
   - Nick Doty
   - Niels ten Oever
   - Davide Berra
   - Harsh Gupta

I'm proud to be extending control of the project to you all. Looking
